PROJECT 
Project Name: Law Enforcement Center Addtitions and Renovations. 
Project Location: Odessa, Texas 
Owner: Ector County. 
Architect: JSA Architects, Inc., 415 N. Jackson, Odessa, Texas 79761. 
The Project consists of the construction of a new addition to the existing Law Enforcement Center, as well as alterations to existing facilities. 
1. Security and life safety of the existing Law Enforcement Center are of utmost importance during the course of construction. 
2. Any disruptions of life safety systems or security systems must be coordinated with the Owner as well as approved in advance by the Texas Commission on  Jail Standards. 
3. Prior to Owner occupancy of each phase, an on-site inspection will be held by the Texas Commission on Jail Standards to ensure compliance. Until this inspection is held and building is approved for occupancy, the building cannot be considered substantially complete. 

OWNER OCCUPANCY 
A. Owner intends to continue to occupy adjacent portions of the existing building during the entire construction period. 
B. Owner intends to occupy a certain portion of the Project prior to the completion date for operation of new kitchen while existing kitchen area is being renovated. 
C. Cooperate with Owner to minimize conflict and to facilitate Owner’s operations. 
D. Schedule the Work to accommodate Owner occupancy. 

1.4 CONTRACTOR USE OF SITE AND PREMISES 
A. Arrange use of site and premises to allow: 
1. Work by Owner. 
2. Use of site and premises by the public. 
B. Provide access to and from site as required by law and by Owner: 
1. Emergency Building Exits During Construction: Keep all exits required by code open during construction period; provide temporary exit signs if exit routes are 
temporarily altered. 
2. Do not obstruct roadways, sidewalks, or other public ways without permit. 
C. Utility Outages and Shutdown: 
1. Do not disrupt or shut down life safety systems, including but not limited to fire 
sprinklers and fire alarm system, without 7 days notice to Owner and authorities having jurisdiction. 
2. Prevent accidental disruption of utility services to other facilities. 
1.5 WORK SEQUENCE 
A. Construct Work in phases during the construction period: 
1. Phase 1: Completion, move in and beginning of operations in the new kitchen. 
2. Phase 2: Completion of the remainder of the project, including the existing kitchen area renovations.
